When Gregory J. Broughton founded PCR in 1974, he established an environmental think tank addressing the imminent economic implications of a wave of unprecedented state and federal environmental protection legislation. When the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), Clean Air Act, and Clean Water Act were still in the throes of implementation, PCR dove into the deep end and developed a 41-year-long reputation as premier CEQA and NEPA consultants. Since then, PCR expanded into a broader set of practices, including specialties in air quality, acoustics, and historic resources, each continuing PCR’s mission to lead clients to understanding and solving the environmental challenges they face.
